The 2021 annual working seminar of the Shanghai Institute of Chinese Engineering Development Strategies (SHCEDS) was held at the CAE Members’ Community on February 22. President Qian Xuhong, and Members of the Academic Committee, including Chai Hongfeng, Chen Fener, Tu Shandong, Zhao Zhentang, Lv Xilin, Xu Zuxin, Xia Zhaofan and Wang Hongyang, attended the meeting. The meeting was held both online and offline and was presided over by He Xiaojun, Deputy Director of the Shanghai Consulting & Academic Activities Centre for CAE Members.

At the meeting, the Secretariat reported the details of the draft of SHCEDS work in 2021. The draft focused on strategic consulting, strategic discussions, strategic research and development, and personnel training. It clarified the work process and formulated a detailed work plan. It also proposed that the SHCEDS should further promote a more standardised, routinized and informationized development of the SHCEDS on the basis of doing a good job in daily management in 2021.

The participating experts had a thorough discussion on the working draft of the SHCEDS, and agreed that the content of the draft was detailed and the plan was reasonable. It was hoped that the SHCEDS would further clarify the operating mechanism in the construction of the CAE members’ and experts’ achievement display and transformation centre and the professional research room, and solidify the work system, making it an important content and starting point for the work of the SHCEDS.

In the summary, Qian proposed the following plans for the SHCEDS of its next stage. On the one hand, it was necessary to further improve the draft, and to gather opinions from relevant CAE Members and experts to form a final plan. On the other hand, it was necessary to strengthen structural and standardised development of the research office. The established industrial innovation and artificial intelligence research office should discuss and form an operating plan, and report it to the academic committee for research and approval. Finally, it was necessary to strengthen the research on the operating mechanism of the SHCEDS, and streamline the working mechanism of strategic consulting, strategic discussions and R&D transformation to form a sustainable and operable operation plan. More than 20 experts from Shanghai Jiaotong University, Tongji University, East China Normal University, East China University of Science and Technology, Donghua University and Shanghai Consulting & Academic Activities Centre for CAE Members attended the seminar.
