The standing leading body of the General Assembly when not in session is the Governing Board of the Chinese Academy of Engineering (hereafter referred as the Governing Board). The Governing Board includes the president, vice presidents, ex officio members, directors of academic divisions, and members directly elected by the General Assembly.

The President is the Executive Chairman of the Governing Board and presides over its meetings. In principle, Governing Board meetings are held every quarter. The members of the Governing Board directly elected by the General Assembly serve four-year terms and may be re-elected once. At least half of the members shall be replaced every term. Heads of relevant departments are hired as consultants to the Governing Board and attend Governing Board meetings.
