Regulations
(Adopted at the inaugural meeting of the Association of Senior Members of the CAE and the CAS on April 29, 2005, and revised at the first meeting of the Working Committee on December 8, 2015)
General Provisions
1. The Working Committee of Senior Members of the CAE and the CAS (hereinafter referred to as the ‘Committee’) is composed of senior members of the Chinese Academy of Sciences and the Chinese Academy of Engineering (hereinafter referred to as the ‘two academies’), and is a working organization jointly led by the two academies.
2. The purpose of the Committee is to give full play to the characteristics of senior members of the CAE and the CAS (hereinafter referred to as the ‘senior members’) to provide advice and suggestions for China’s economic and social development and scientific and technological progress; in the spirit of ‘doing, learning, teaching and enjoying’, the senior members’ life will be enriched and active. An activity platform for senior members shall be built, the needs of senior members shall be understood, and good job in services for senior members shall be done.
Mission
1. The expertise and advantages of senior members shall be given full play to carry out consulting activities, and actively advise the central government. Focusing on hot issues of science and technology, economy and society, lectures, seminars and other academic exchange activities shall be held, and the senior members are encouraged to participate in consulting activities organized by relevant state departments and local organizations.
2. The popularization of science and face-to-face activities between senior members and students at colleges, middle and primary schools shall be organized, and the spirit of science, and carry out patriotic education shall be promoted.
3. Carry out activities beneficial to the physical and mental health of senior members, and further enrich their lives.
4. Care about the work and life of senior members, reflect their opinions and suggestions, and assist in solving their difficulties in work and life.
Organization
1. The Committee implements a tenure system, with each tenure being four years. The Committee consists of 26-30 members, 13-15 in each of the two academies, with one director and four deputy directors (two in each of the two academies). The Committee can be adjusted according to actual needs; the director and deputy directors are nominated by the two academies through consultation and elected by members; the members are elected by the academic divisions of the two academies and through consultation with the Committee.
2. The Committee is responsible for conveying the opinions and suggestions of senior members to the state or relevant departments, is responsible for reviewing the Committee’s activity plan, and is responsible for the planning and organization of the Committee’s activities.
3. The Secretariat of the Committee shall be established in the Department of Work Bureau of Science of the Chinese Academy of Sciences and the Department One of the Chinese Academy of Engineering and be responsible for the organization of related activities.
4. The funding for the activities of the Committee comes from the funding support of the two academies.
Supplementary Provisions
1. The power to interpret these regulations belongs to the Committee.
